Where is licensed cannabis retail allowed in California?
Over half of California’s cities and counties ban cannabis stores. In state data, 301 of 540 (56%) prohibit all cannabis retail.1 State law says a city or county cannot stop licensed delivery from using public roads, so a licensed retailer may still deliver where you live.2

What this means for you
California lets each city and county decide whether to allow cannabis businesses. That is why there may be no licensed store near you, even though cannabis is legal for adults 21 and older across the state.
State law says a city or county cannot stop licensed delivery from using public roads.2 State rules let a licensed retailer’s delivery driver deliver to any city or county in California, as long as the delivery follows the state’s delivery rules.4 Not every retailer delivers everywhere. Before you order, check that the retailer is licensed and delivers to your address.
